Note: For Impaired Driving Cases, except those with death and/or bodily harm, with offence dates on or after December 18th,2018, requests for estimations of blood alcohol concentrations will not be accepted where the results of a breath or forensic laboratory blood test reveal a whole blood alcohol concentration of 80 mg% or greater.

Listing Exhibits

Exhibits
Exhibits included in the request must be listed as follows:

 

  • List each sample, vial or container as a separate exhibit on the C-414. 

    • With the exception of RCMP Sexual Assault Evidence Kits (SAEK), different types of body fluids (e.g. urine and blood) must be listed as separate exhibits.

    • RCMP SAEKs contain a single sealed package for both blood and urine samples which can be listed as a single exhibit described as ‘Toxicology RCMP SAEK’ on the C-414.  

  • When multiple vials are grouped in a single container and labeled with one exhibit identifier, the Laboratory will further itemize each enclosed vial as "[Group Exhibit Identifier]-1", "[Group Exhibit Identifier]-2", "[Group Exhibit Identifier]-3", etc.

Post-mortem (Autopsy) and Ante-mortem (Hospital) Samples: 
  • List all available blood (including clots), urine and vitreous humor (eye fluid) samples collected at autopsy.

  • List all seized ante-mortem blood or urine samples, when available.

  • When the above noted samples are not available or available only in very limited quantities, other sample types (e.g. liver, etc.) can also be listed as exhibits.

  • Provide details in the synopsis of any specific requests made by the Medical Examiner or Pathologist (e.g. carbon monoxide analysis). 

 
Sexual Assault investigations (e.g. the administration of drugs are suspected): 
  • List all available blood and urine samples, these are generally collected as part of the Sexual Assault Evidence Kit (SAEK). Urine can be accepted when collected within 120 hrs of the occurrence. Blood can be accepted when collected within 72 hrs of the occurrence.


Pepper Spray / Bear Spray: 
  • List any seized canisters of suspected pepper spray / bear spray.

  • For clothing items, list the entire item as-is; it is not necessary to swab or sample the item prior to submission. 

  • If the item cannot be submitted as-is, swabs of suspected pepper spray/mace can be collected and listed as exhibits. Also list a "blank" or "control" sample when a swab was used.

  • Preferably, a swab from the same manufacturing lot as those used to collect questioned samples should be used as a control sample. 

  • Each control sample should be packaged in the same manner as the questioned exhibits and listed as its own exhibit.

 

CDSA Investigations:

Pills, powders, etc. found at a scene of a Controlled Drug and Substances Act (CDSA) investigation are not accepted at the NFLS laboratory as these fall under the scope of services offered by Health Canada. Their mandate includes the analysis of street drugs, including legitimate prescription drugs and illicit substances.
