FORENSIC ANALYSIS SERVICES PROVIDED BY THE NACB

Bank notes and negotiable instruments. This includes Canadian, America and foreign bank notes circulated in Canada, as well as other negotiable instruments, such as cheques and money orders

WHEN EVIDENCE IS REQUIRED IN COURT
This service is available to all Canadian law enforcement agencies. The results include a Laboratory Report and a Certificate of Examiner of Counterfeits, if the submission contains bank notes.
Service Request and Exhibit Submission:

Complete a Request for Forensic Laboratory Analysis (RCMP Form C‐414e), providing details of the occurrence and a clear indication that the analysis is required for court purposes (specify date, if known).

Forward your exhibits along with Form C‐414e to the NACB and ensure that you include your email address.
Exhibit Submission Tips:

Seal the exhibits in an exhibit bag marked with initials and date.

To avoid interfering with the forensic examination, do not place any markings on the exhibits. Never write “counterfeit” on any exhibit.

If fingerprint analysis is needed, submit the exhibits to the NACB first and indicate special handling is required. Please note that all fingerprinting must be arranged separately by your service.
WHEN NO CRIMINAL CHARGES ARE ANTICIPATED AND/OR NO SUSPECTS IDENTIFIED AT THE TIME OF SUBMISSION
The NACB is the central repository for counterfeit money recovered from circulation in Canada. As such, all suspect counterfeit bank notes must be submitted to the NACB. The NACB will accept submissions from Canadian law enforcement agencies and the Bank of Canada. Financial Institutions who do not have distribution arrangements with the Bank of Canada must submit suspect counterfeit notes to their local police service / department.

The exhibits will be processed as non‐court.

Complete a RCMP Form 3774e and provide details of the occurrence. Do not scan/photocopy, write on, destroy or modify exhibits.
Note:
All non‐court submissions are retained on file for a period of at least 6 months, after which they will be destroyed. If a suspect is identified during the retention period, please notify the NACB and the notes will be treated as evidence for court.
DISPOSAL OF EXHIBITS
The NACB is the central repository and point of disposition for all counterfeit money recovered from circulation in Canada (Canadian, American and foreign). The authority for disposal is delegated to the NACB under section 462 of the Criminal Code of Canada.
Court Submissions: When the exhibits are no longer required for court and / or court proceedings have been concluded, all previously examined counterfeit exhibits must be sent to the NACB for destruction.
Submit the exhibits along with a completed copy of NACB Form A14e (Request for Destruction of Previously Examined Counterfeit Exhibits). You can access the form here or request it by sending an email to NACB@rcmp‐grc.gc.ca.
Non‐court Submissions: NACB Form A14e (Request for Destruction of Previously Examined Counterfeit Exhibits) is not required for non‐court submissions, as all non‐court counterfeit exhibits are routinely processed for destruction once the retention period has elapsed.
Bank notes must never be destroyed locally.
SEIZED CURRENCY AND EQUIPMENT REPORT
All seized currency and equipment linked to counterfeiting activities must be reported to the NACB. The collection of information allows the NACB to monitor emerging counterfeiting trends and technological threats with respect to Canadian and foreign currencies within Canada. Also, it allows the NACB to contribute to Interpol's General Secretariat annual report on the discovery of clandestine counterfeit printing in Canada.
